HBCAA - What we are about


The Hervey Bay Community Access Association (HBCAA) is a "Not for Profit", Community organisation founded in 1996 to assist people with a disability to access activities of their choice in a way that promotes friendships, skill development, participation and independence. HBCAA is recognised as a leader in community access, accommodation and respite. Without these opportunities many people who rely on these services would be socially and physically isolated.

Why was HBCAA set up?


HBCAA was set up after numerous meetings with families who have children or other family members with a disability in the area to determine if there was a need for support. It was identified that support was strongly needed for people with a disability in this area plus also it was identified that the families required support / respite so they could deal with other issues relating to their family.  

What does HBCAA do?


We are a non-profit organisation governed by a Board of Management of six people. For equitable representation the Board is made up of family members, service users and other interested community members. All support provided by Hervey Bay Community Access Association Inc. strives to exceed the standards and principles of the Disability Services Act 2006.

Hervey Bay Community Access Association Inc., provides the following services -


  • Access to community based activities/social events/functions etc.
  • Support to develop, enhance and maintain social networks and friendships.
  • Assisting people with skill development in specific areas depending on service user needs and expressed desires.
  • Developing, enhancing and maintaining skills in relation to communication.
  • To encourage and enhance independance, self-confidence and self-esteem.
  • To encourage, develop, maintain and enhance skills in relation to interaction and participation within the community in which they live.
  • Where other service requirements are identified and no other agencies are able to assist, we may be able to respond to meet these needs.

Our Constitutional Objectives


To establish and maintain a support network to enable people to access the local community and exercise their rights as individuals in our society.
  • To establish, manage and maintain a quality individualised, responsive and flexible service for people with a disability based on the expressed needs of the person.
  • To facilitate access to community resources for people with a disability.
  • To provide a quality agency for people with a disability that ensures the least restriction to the persons' rights and opportunities as defined in the Disability Services Act 2006.
  • To encourage community inclusion and promote the growth and development of community attitudes that encourages and supports the valuing of people with a disability.

  • Philosophy


    People with disabilities have the same basic human rights as other members of society and should be empowered to exercise their rights.
    • The right of a person with a disability to be valued as an individual.
    • The right of a person with a disability to access services on a non-discriminatory basis.
    • The right of a person with a disability to dignity, respect, privacy, and confidentiality.
    • The right of a person with a disability to make choices that affect his/her own life.
    • A person with a disability, his/her advocates, family, and friends should be actively involved in the design and monitoring of his/her support needs.
    • Social role valorisation will be maintained by HBCAA. This enables enhancement and maintenance of valued social roles that in turn leads to inclusion.
    • The least restrictive alternative concept shall be used. This means that a  person's needs and growth are developed in ways that least restricts personal freedom.
    • The Developmental Model will be used by HBCAA.  This recognises that a person has the ability to grow, change and develop throughout his/her life regardless of ability or age.
